What a brilliant idea. Must share this idea from a Blog named: Unclutterer. Unclutterer is the blog about getting and staying organized. “A place for everything, and everything in its place” is it’s gospel.
In the interest of safety, I would want the opening from the top, a hinged flip top stair lid. If one wanted these drawers as shown here, be sure to think in terms of safety. I would specify magnetic catches, or earthquake latches to prevent a drawer from opening forward on its own and tripping the unsuspecting user. With many stairs equipped with center stingers, a single drawer may not be an option but two drawers can be installed in place of one. This would be great for retrofitting the last two stairs.

Just goes to show…You think you’ve seen everything and then some genius designer says “What if I…”What a FABULOUS IDEA!
Pretty nifty indeed! George Carlin did a hilarious piece on “Stuff”. I chuckle when I think about finding new ways to hold more stuff. Gotta have a place for our stuff.
Wow, safety would really be an issue. There should definitely be some kind of prevention latches and perhaps the ‘drawers’ should be spring-loaded so that one has to hold it open while placing or fetching items. The drawers could also make a sound and ‘beep’ while open and/or light-up brightly whenever open to alert people. In any case have your guests/visitors sign a waiver before staying overnight.
Anonymous brings up a good point, once an idea is born, there always are ways to improve a design.
